Blue Sky Innovators is seeking a highly skilled and experienced Intel Specialist with expertise in collection management and intelligence support to information operations to support the Secretary of the Air Force Office of Competitive Activities (SAF/OC). The successful candidate will join a dynamic team of professionals, providing leadership and strategic planning in the rapidly evolving fields of space operations and information warfare. This role offers the opportunity to drive innovative solutions and contribute directly to the nation's defense in collaboration with SECAF staff.

Key Responsibilities:

  • Intel Collection Management: Leverage advanced targeting skills and experience in identifying vulnerabilities within networks for exploitation. The specialist will manage all aspects of the intelligence targeting cycle and utilize current data, tools, and techniques to optimize each phase. Proficiency with Microsoft Office and current analytical tools, databases, and operational systems is required.
  • Problem Solving: Analyze complex problems related to space operations and information warfare, applying critical thinking and adaptability to deliver effective, timely solutions in fast-paced and unpredictable environments.
  • Intel Analysis: Provide comprehensive all-source information collection and analysis in support of information operations initiatives. Drive innovation through creative thinking in the development of cutting-edge intelligence solutions.
  • Personnel Security Management: Oversee classified security programs and personnel security management, ensuring adherence to all security protocols and maintaining the integrity of sensitive information.

Required Qualifications:

  • Minimum of 10 years of intelligence/intelligence operations experience within DoD or equivalent government agencies, with at least five (5) years at the operational level.
  • Proven expertise in collection management and intelligence reporting, with a deep understanding of intelligence-related doctrine, policies, procedures, and oversight at both tactical and national levels.
  • Proficiency in intelligence automation, requirements-based applications, and intelligence tools/databases to support collection, analysis, and product development.
  • Ability to manage collection efforts across routine, contingency, special access programs, and compartmented projects.
  • In-depth knowledge of systems and capabilities from tactical to strategic levels related to collection and production management.
  • Active Top-Secret/SCI clearance is required.

  • GEOINT/GIS Experience
  • Modeling and Algorithm Experience
  • Collection Management: Hands-on experience in managing intelligence collection processes, including targeting networks and identifying exploitable vulnerabilities.
  • Intelligence Analysis: Strong ability to perform comprehensive all-source information collection and analysis to support strategic information operations.
  • Personnel Security Management: Extensive experience in overseeing classified security programs and personnel security processes.
  • Problem Solving & Change Management: Proven track record of leading innovative solutions and adapting strategies to rapidly evolving environments in both CONUS and OCONUS operations.

Education/Certifications:

  • Bachelor's degree desired.
  • Specialized military training in Intelligence analysis, collection management, personnel security, and special access program management.

Experience Desired:

  • Demonstrated success in roles related to intel planning, project management, and collection management, with experience working in diverse international environments.
  • Experience conducting Threat and Vulnerability Assessments (TVA) , providing all-source intelligence analysis for Military Information Support Operations (MISO) , and creating and initiating SM collection plans.
  • Monitored and developed daily collection products to assess third-party, local national, and hostile activities, providing courses of action (COAs) for planners and decision-makers.

Specialized Military Training:

Candidates should have completed a range of specialized military training courses related to intelligence operations, collection management, personnel security, and special access program management, demonstrating a commitment to professional development and excellence.

Location and Travel Requirements:

  • This position is based at the Pentagon, Washington, D.C., and Reston, VA.
  • Occasional travel to DoD and military locations may be required.
